[1] If the channel is +m, only +o or +v users can speak.
[2] If the channel is +i, only +o users can invite.
[3] If the channel is +t, only +o users can change the topic.
[4] If the discussion is Inv, only the creator can destroy the discussion.
[5] If the discussion is moderated, normal users can only speak if they have been /allowed.
[6] There is no way to remove someone in lily other than to depermit them, which bars them from rejoining until they have been undepermitted. Permitting is not the same as undepermitting.
